Mount Vernon sits directly on the Bronx line and is denser than most of the borough beneath it. Lots are small, houses are close, side yards are measured in feet rather than tens of feet, and much of the stock is pre-war two-family. In character it belongs to the northern city. Administratively it does not: like the rest of Westchester it sits outside the BBL system, and the record research runs through county and municipal files.
The intuition that a small lot is a quick survey is exactly backwards. When the whole side yard is four feet wide, a garage a foot over the line, a fence set to the edge of a driveway or a bay window projecting further than the record allows consumes a proportionally enormous share of it. Encroachments that would be a rounding error on a Staten Island lot are material here, and they get litigated. Dense small-lot housing produces more boundary disputes per block than anywhere else we work.
Two-family stock here has been subdivided, extended and converted across decades, frequently without filing. Anything that depends on what is actually there rather than what the record says starts with a measurement.
